Hi, this is a translation of our ISP's announcement:

Today at 18:24 there was a accident in our transport partner's network (damage in the backbone optical fibre cable). Because of this you may notice packet loss and increased rtt when trying to access forein resources.
ETA on fixing this issue is 6-7 hours from the start of the incident.
We appologise for this temporary inconvinience.
